This thread kinda died really quick and I didn't just wanna clog it with my thoughts but someone's gotta bump it!
I've been thinking about my military-made Wizardy Herbert theory and it always just fits so well in my mind. From the odd instinctual knowledge of fighter jets, to the handiness (and fondness) for a gun in favor of traditional magic. I wish we had gotten to see who the voice in the bunker was, because I FULLY believe that it belonged to the enigmatic FHJ. My personal theory on why he sucks so bad at magic and has a name like Wizardy Herbert is because he was originally planned to be a character made to be the 'sorcerer supreme' so to speak by the US military to have a massive one-up against the soviets, but of course because the military didn't actually have much real experience with magic, they just kinda wrote him to be a somewhat magical-ish teenage boy. (I also think this is how he kills the adult Russet as a child.)
