Yes, there are 8^8 permutations, but I think it'd be wrong to call each die unique! Remember, the roll of the Vrillyhoo is displayed as though its options are spun on a wheel. Also, while it's shown (never close-up) as 8d8, it's also designed to look like the Doomsday Device. So the rolls could be multiplicative-- As in, Egbert rolls a 16,777,216 and it's a critical hit with extra cake and pumpkins, or whatever.
