what program should i use for my forum adventure

hi guys, i'm currently running a forum adventure called "SPECIESQUEST", it is a CYOA story about CHET WALLARD and his friends. I'm trying to decide what program to use to replicate the homestuck artstyle, i'm thinking of Photopea cuz i am not spending money on photoshop but i really cant decide on what program to use, any help?
