Where can i go to ask for permission to link an external chatroom?

i want to link a discord i made for my forumventure in its thread but i dont know where to go to ask for permission to do that since i am under the assumption that the no external links rule is more aimed towards people that try to like scam people and do gross stuff off site where the mods cant see and less people trying to like have a group and be normal and stuff
