Where do These Official Jade Harley Patches Come From?

Forever ago, I got these at a small local con for like 5 bucks. Ever since then I've been trying to figure out where these originate from, and I can't figure it out. They're from 2011, as indicated by the text on the patches, and the NOT FOR SALE OR RESALE seems like they were maybe something Hussie gave out at cons?? Anyone have any info?
