Yeah. You only have a paintbrush with no colour equipped to it. Every other paint bucket you previously had on you must've been confiscated by whoever runs this place when they brought you into wherever you are. I guess they thought that it was okay for them to leave you with a paintbrush when you don't have anything to paint with?
