I'm not sure how to give advice if you don't have a specific character yet, but I think it's really helpful to figure out your deadline and your costume.
1. Break your costume down from top to bottom, every accessory, wig, makeup, clothing item, shoes, props, etc. EVERYTHING.
2. What's time sensitive? What projects will take effort over time, and what can be done in shorter periods?
3. (OPTIONAL) make a rough timeline for acquiring materials and building!
This is what I usually try to do, with a few weeks of wiggle room if possible. Even if you don't try to organize the timing, it can be so helpful to break it down!
When I do horns, I usually begin them as one of the first pieces of the costume because they usually take me longer to sand, perfect and seal.
